Developers opting to pay prevailing wages and hiring apprentices to work on clean energy projects could see a fivefold increase in their tax credits under final Treasury rules.

White House officials say developers in right-to-work states would be remiss if they miss out on these federal incentives, which make up four-fifths of a clean energy tax credit value.
