Congressional lawmakers have told the Pentagon to put $2 million into studying whether we can refine deep sea minerals in the United States, according to draft documents seen exclusively by the WSJ.

A lot needs to happen before funds would be delivered, but the fact that lawmakers are talking about deep-sea mining, which is very controversial, seriously underscores demand for critical minerals.
