The Guardian reports on the compromise reached this weekend among countries to initially allow the World Bank to run the loss and damage fund over objections raised by climate justice advocates.

This agreement, which the UN COP28 summit has yet to endorse, stops short of resolving the stickier questions: who will contribute to the fund and how much will be needed and by what date.
