California ratepayers are shouldering the costs of climate change impacts on the grid, one reason electricity bills in the state are soaring, Bloomberg reports.

While ratepayers traditionally pay for grid upgrades, politicians who are loathe to raise taxes to cover the climate impacts find that attaching these costs to electricity bills is easier.
